The government had finally adopted a commonsense, efficient, applicant-friendly hiring system that called for resumes and cover letters and scotches the dreaded KSAs, a lengthy set of demanding essays intended to show Knowledge, Skills and Abilities.  Finally, sanity has come to the federal application system. Bye Bye KSAs, Not So Fast! If only that were true,  laments Troutman. With over 80,000 federal employees retiring or otherwise leaving the federal government each year, thousands of mission critical and management positions must be filled with the best and brightest Americans. Federal application practices, however, have many times deterred the best qualified applicants  from seeking federal work. President Obamas May 11 memorandum therefore called on Executive Departments and Agencies to overhaul the way they recruit and hire highly qualified employees. By the November 1 deadline, however, only three out of 240 federal agencies were ready for hiring reforms. I was really surprised by how little the agencies have accomplished in the last six months,  shared Troutman. Plus, this new application process is in many cases much harder, because the announcements dont tell you whats needed. It looks like the best and the brightest will have to slog through the morass of the federal hiring system for a while longer. Well just have to call it an interim reform cake,  she joked. After 30 years working with more than 200 agencies in the Beltway, Troutman is recognized as one of the most tuned-in experts on whats happening in federal hiring circles. Her clients benefit from her unique perspective as an outsider with inside information. Business at the Resume Place has been slow and Troutman wonders how many jobseekers have been thinking that the November 1 implementation date will usher in an era of easy applications, with cover letters and resumes just like those in the private sector. Its interesting that applicants seem to believe that hiring reform is going to make applying for federal jobs a lot easier. Ironically, the applications that we have been preparing for clients have been extremely difficult, she observed. The new application process is not simple at all. A set of KSAs are no longer supposed to be a part of the initial application. But you have to interpret the announcement. Some postings still require the KSA. Others expect to see them in the resume, and your resume must respond to items in a complicated, online questionnaire. You will probably have to submit KSAs at a later point in the process. Troutman adds that the newest challenge for the federal jobseeker is to make KSAs stand out in their resumes. Recently reported research  conducted at the University of Rochester suggests a link between IQ and the ability to detect the direction of motion of animated vertical lines moving like ripples across a screen (much as shown in the image below and exactly as in the video). Somewhat unexpectedly, the study suggests that the higher the degree of perceptual intelligence and the larger the test image, the worse the performance. That’s because “highly intelligent” people are very good at filtering out and suppressing background “noise” when laser-zeroing in on what is occupying their minds. The larger the image, the more it becomes background and therefore the likelier it is to be ignored, unprocessed or otherwise fail to register. Apparently, the more “intelligent” the video viewer, the smaller the image has to be (within limits) in order to identify the direction of motion. Conducted through collaboration among various departments, including the Department of Brain and Cognitive Science at Rochester, the research results were summarized in the online posting of the study, as follows: ·             IQ scores are predicted by individual differences in sensory discriminations. ·             High IQ is associated with motion perception impairments as stimulus size increases. ·             The results link intelligence and low-level suppression of sensory information. ·             Suppressive processes are a key constraint of both intelligence and perception. Read that verbatim summary above one more time: “IQ scores are predicted by individual differences in sensory discriminations.” Where does that leave the musically brilliant, but blind Stevie Wonder- or is there no such thing as “musical intelligence” and musical genius (even if utterly absent in some of the worst genres of modern music)? The likeliest reply is that the correlations are valid only for the visually unimpaired- which is obviously true for the cited study.Still, the case of Stevie Wonder does suggest the need for controls for eyesight in research population, specifically over comparable, if not identical, acuity. Otherwise, another correlation might be found between poor visual discrimination and high intelligence, based on performance with eye charts and comparison of the low eye-chart scores of nearsighted bookworm academics with those of everybody else. Can we be “smart” with respect to one kind of sensory discrimination, but less so in terms of another, e.g., visual vs. auditory? If sensory discrimination correlates with intelligence, what happens when normal, unimpaired performance in one sensory domain is much worse than in another?           For example, my sense of smell is very acute and discriminating (or so I think); but I can’t distinguish a Siamese cat from an Abyssinian by blindfolded touch (or should I be able to?). Joking aside, I can distinguish visual Chinese characters much more easily than when they are pronounced. What implications does that have, if any, for sensory discrimination-based concepts of intelligence? Clearly the existence of “homonyms”- words that sound the same, but have different meanings, e.g., “bored” and “board”, can make “sensory” discrimination of these as auditory inputs impossible Considerations like this one raise the question of whether the sensory discriminations that correlate with intelligence are only the “raw” ones- pure physical stimuli, with no semantic, cultural, otherwise learning-based or other complicating variables affecting attempts to discriminate among them. 4.   Is your dog smarter than you? But it’s actually worked out surprisingly well so far, plus I’ve learned a lot along the way. Whether you’re also considering working with your significant other or you just want to know how the hell this is even possible, check out the top lessons I’ve learned from my experience so far. 1. You Need to Do Some Major Reflection Before Making a Decision This Big Before going down this path, we talked at length about what would happen to our personal lives, our work lives, and our relationship. This involved asking each other all sorts of honest (and somewhat uncomfortable) questions: Would we get sick of seeing each other all the time? Could we still be our “work” selves knowing the other person was in the room? Would we still be able to bitch to each other about the office when we got home? Although there’s no way we could have covered every scenario, our answers to these questions were sound enough- and I’m a big enough risk-taker- that it seemed very reasonable that this could work. Ultimately, it came down to a few reasons. For one, when it comes to our personalities, what you see is what you get. No matter our environment, we don’t change much. And since we already got along so well at home, we weren’t worried about that changing at the office. It also helped that we’re each other’s biggest fans. While we’re both driven and love to win, we always want each other to win, too, so becoming too competitive wasn’t a concern either. But most of all, we just really like being together. My boss once told me that he didn’t know of many couples that spent so much time together. At this point, it’s just second nature; we’ve been friends for over 20 years, together for 17, and married for almost 10. If we didn’t like each other by now, we’d be one of the most miserable couples on the planet. 2. You Have to Accept That Your Personal and Work Life Will Be Intertwined When you work with your husband, it’s not so much about balancing your personal and professional lives as it is about maintaining a healthy blend of both. Living together and working together means that you can’t totally separate the personal from the professional- I’m not going to pretend I don’t know my husband at the office, and I’m not going to stay silent at home if I have something work-related on my mind. This might sound exhausting, but Amit and I have found that it’s helped us connect to one another on a deeper level. We can sympathize with each other’s work frustrations better, help each other prep for our next board meeting, and give feedback that comes from a place of first-hand knowledge. And when we need a break from the daily grind, we can always meet up and talk about some cute thing our son did that morning, or even what we want to have for dinner. It’s all about knowing when and where to bring things up- and when you’ve been together long enough, that comes pretty naturally. Overall, my day isn’t more personal or more work-related. It’s just less neatly divided. 3. You Will Quickly Realize Conflict’s Unavoidable Before you walk away thinking that we never fight or that I’m some Stepford wife (and believe me, that could not be further from the truth), let me state for the record: My husband and I aren’t perfect. Like any other couple, we argue, we get things wrong, and we definitely make mistakes. And when you factor work into the mix, the potential for conflict expands. But as long as you know how to handle this, it’s manageable. No matter what the nature of a disagreement is, we make sure to sort things out as quickly as possible. One thing that’s really worked for us is allowing ourselves 15 minutes or so to hash things out when we disagree on something. The timeline allows us to both state our feelings, but also holds us accountable for coming to a resolution and moving on quickly. And so far, it’s worked, and thank goodness- letting things linger is a recipe for resentment at home and poor performance at work. 4. You Get to Know Each Other on a Completely Different Level There’s something really interesting about seeing someone you’ve known for over 20 years in a completely different environment. At this point in my career I know what my work style is, which kind of personalities I collaborate best with and what are my strengths and weaknesses. But for the first time, Amit and I are truly learning those same things first-hand about each other. It’s helped me develop a greater sense of who he is (and isn’t)- not only do I get to see him as a man, husband, father, and dance partner, I get to see him as an executive, leader, motivator and team member. My appreciation for him and his whole self has increased more than I thought possible. Honestly, this whole experience has been amazing for me. How lucky can you get to have your work husband and your real husband be the same person- and for both relationships to actually function well? If you’ve ever gotten the chance to work with someone you already knew beforehand, you’ll know how easy it is to dive right in without skipping a beat. And getting to know each other in a different context has added a new level of understanding and appreciation to our relationship. Sometimes I get asked if I’d recommend this for others- but my answer is, that’s not really for me to say. No one knows your relationship like you do, so at the end of the day you’re the one who knows best. But if you do decide to go for it, I’m sure you’ll learn a lot about yourself, your partner, and how your relationship is able to span unique situations.

Keep your Succession Plan Simple Our tendency in HR is to design complex, elegant processes that can backfire during implementation. When designing a succession planning process, your mantra must be implementation is everything. Momentarily put aside all of your hard-earned HR knowledge and ask yourself, How can we make this so simple and easy to use that successful implementation is guaranteed? Here are a few suggestions for building a lean, highly effective succession planning process: Use only the performance and potential (PxP) grid: A standard tool at many companies, this simple 9-box grid records performance on one axis, and potential for upward growth on the other. It can quickly pinpoint those with succession potential. To use the PxP correctly: Assess potential to advance (not values, ambition, etc.): Succession plannings most important role is to help determine who moves up in the organization. Heres how to be transparent with your career planning process: Tell high potentials that theyre high potentials: Faulty logic often drives companies decisions to withhold information about employees potential. They fear that disappointed employees who are not high potential will run for the door or that high potential employees will begin feeling overly entitled.What organizations fail to realize is that Gen Ys expectation of open communication means high potential employees need to be told about their status, or they will likely explore other opportunities. Will some people be upset that theyre not high potential? Sure. Will they immediately run for the door?
